The assault caused the partial closure of the CTA tunnel and the Terminal 3 parking area.

An additional two individuals are now in custody related to a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be an irritant spray, according to law enforcement.

A 24-year-old man, was taken into custody in Lambeth for suspected robbery and assault and a 23-year-old woman was detained on suspicion of conspiring to commit a robbery. They both remain in custody, the force said.

The arrests come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the incident, two women had stolen from them their luggage after getting out of a parking garage elevator.

A three-year-old girl was one of the those hurt during the incident. Five people were taken to the hospital for medical care and have since been discharged.

Officers detained a 31-year-old man for suspected robbery and assault near the scene. He has since been released under investigation as the investigation proceeds.

Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding several individuals hurt by a noxious substance believed to be pepper spray.

The attack - which police said was isolated and not considered an act of terror - resulted in train delays and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility for a short time.
